Opinions | ZHU Hong: Shanghai's Comprehensive Electric Vehicle Strategy and Pathway

ZHU Hong, deputy director of the Shanghai Institute of Urban and Rural Construction and Transportation Development, proposed four ways to structurally construct low-carbon transportation, including spatial structure, travel structure, transportation structure, and energy structure. Spatial structure and travel structure are the underlying basis for achieving carbon peak in transportation. In terms of transportation structure, the transportation efficiency of all passenger transportation modes is far greater than the carbon reduction that can be achieved through energy structure adjustment. Improving transportation efficiency should not only focus on intensive transportation, but also on individual transportation.
